China as a testing ground for development projects

Replication in development projects occurs when the design, or a unique aspect of a project, is adopted by another project, either domestically or internationally. For example, a project may draw upon examples of funding mechanisms, methodologies, structural setups for new institutions or project designs adopted in previous projects.

The Asian Development Bank (ADB) has been working in the People’s Republic of China (PRC) for decades, during which time multiple cases of replication have emerged. Following are five examples.

Nature Conservation: The Jiangsu Yancheng Biodiversity Protection Project, which aimed to protect the Yancheng coastal wetlands, a crucial site for migratory birds along the East Asian–Australasian Flyway. This project demonstrated the use of eco-compensation to mitigate the impact of development on biodiversity and ecosystem services. It also highlighted the importance of institutional strengthening and effective coordination among public sector bodies. (See photo at top of this post).

Green Finance: The Shandong Green Development Fund (SGDF), a multi-tiered fund designed to address the negative impacts of climate change, provided a model for attracting private sector finance into green projects5.
